JAF stands for JavaBeans Activation Framework and it has been developed by Oracle to work with their products. It doesn't have anything to do with phones. You can read more about it on the official page provided by Oracle.
However, on a second thought, there is also an unlocking software called JAF BOX. This uses a 3rd party hardware box and software to access protected areas of phone to unlock them. You can read more about it on the official page.
I have this tool and software CD, but I cannot install it even though I followed all usual procedure and instructions. What could be the problem and how should I install it?

It's useless to use all the correct instructions, if the software isn't compatible with the operating system where you want to install it. Firstly, check the system requirements for the application and then attempt an installation. If you're using an OS higher than XP, right click the setup package and select Run as Administrator. If I am correct, this should start the installation folder. You can also try a compatibility mode using Properties > Compatibility > Windows XP.
